David holds a Bachelor of Arts (Honours) from Laurentian University and a Master of Arts degree from the University of Guelph in Public Policy and Administration with a specialization in public sector administration and program evaluation.  He has been providing professional services to governments, transfer payment agencies and non-profit community service organizations since 1995.

David has an extensive background in organizational management and administration and has worked in a variety of executive-level positions within both the health and social service sectors prior to undertaking a consulting career.  He has served as the Executive Director of the Social Service Research and Advisory Group for the Districts of Sudbury/Manitoulin and as the founding Executive Director of the District of Parry Sound Community Services Planning Council.  David has a successful track record in facilitating productive interagency planning initiatives and providing quality management support and direction for organizations that are planning or are being impacted by systemic change.  He also has considerable experience and expertise in designing and evaluating service delivery systems in Ontario and has provided project management support for numerous public service organizations.
