André possesses a Bachelor of Arts from Laurentian University and a Master of Correctional Administration from the University of Ottawa.
Along with his solid educational background, André has extensive senior management experience in various Ontario government sectors, including social services, mental health, corrections and justice services. His extensive academic background is complemented by continued professional development. André’s affinity for organizational management has allowed him to become a skillful and astute consultant in his field. He is particularly proficient in simplifying the complex and constructing project teams with the right mix of expertise to accomplish a task. André distinguishes himself in managing change, reducing costs, building work teams, operating community and residential correctional programs, maintaining positive labour relations and developing justice programs in First Nations communities. André has enjoyed several strategic planning and governance projects with Boards of Directors of various organizations, including First Nations.
André is presently on assignment in the Democratic republic of the Congo to assist the Congolese government with the development of four pilot court locations as part of its rule of law rejuvenation project.
